Bilateral Relations:

Portugal and Luxembourg have an intense bilateral relationship, marked by historical-dynastic affinities and the presence of an important Portuguese community in the Grand Duchy. The intense bilateral relationship is also reinforced by the European integration process, regarding which both countries have many diverging positions.

In recent years, there has been a diversification of the bilateral relationship, most notably, on the economic and business domain.

Date of establishment of diplomatic relations : 1891

First Diplomatic mission: On 21st of May 1891, the Viscount of Pindela, Vicente Pinheiro Machado de Melo e Almada, accredited to the Kingdom of Holland, submitted his credentials as a non-resident in the Grand Duchy of Luxembourg.

Portuguese diplomatic representation in Luxembourg: Embassy of Portugal in Luxembourg.  Ambassador Mário Pedro de Sousa Cameira Abreu de Almeida submitted his credentials on the 18th of January 2023 as the Ambassador of Portugal in Luxembourg.  Portugal also maintains 1 Consulate General in Luxembourg.

Diplomatic representation of Luxembourg in Portugal: Embassy of Luxembourg in Lisbon. Ambassador Martine Schommer submitted her credentials on the 13th of September 2022 as the Ambassador of Luxembourg in Lisbon. Luxembourg also maintains 2 Honorary Consulates in Portugal, in the cities of Porto and Tavira.

Bilateral Agreements:

  • On the 12th of February 1965, the Convention on Social Security between Portugal and Luxembourg was signed in Luxembourg.
  • On the 20th of October 1966, the General Administrative Agreement regarding the modalities of application of the convention between Portugal and Luxembourg on social security was signed in Lisbon.
  • On the 20th of May 1970, an Agreement regarding the employment of Portuguese workers in Luxembourg was signed in Lisbon.
  • On the 6th of January 1977, the Protocol amending the Agreement on the employment of Portuguese workers in Luxembourg was finalised in Luxembourg.
  • On the 19th of September 1978, the II Protocol amending the Agreement on the employment of Portuguese workers in Luxembourg was finalised in Luxembourg.
  • On 21st of May 1979, an Administrative Agreement regarding the Convention on Social Security for Self-Employed Workers was signed in Luxembourg.
  • On the 12th of July 1982, the Cultural Agreement between the Government of the Portuguese Republic and the Government of the Grand Duchy of Luxembourg was signed in Lisbon.
  • On the 24th of March 1983, the Agreement on International Road Haulage of Goods between the Government of the Portuguese Republic and the Government of the Grand Duchy of Luxembourg was signed in Luxembourg.
  • On the 25th of May 1999, the Convention between the Portuguese Republic and the Grand Duchy of Luxembourg to Avoid Double Taxation and Prevent Tax Evasion in the Matter of Income and Property Taxes was signed in Brussels.
  • On the 7th of September 2010, the Protocol amending the Convention to avoid double taxation and prevent tax evasion with respect to income taxes was signed in Lisbon.
  • On the 7th of July 2011, the Cooperation Agreement between the Authority for Working Conditions and the Luxembourg Inspectorate of Labour and Mines on the control of transnational posting of workers and the fight against non-declared or irregular work was finalised in Luxembourg.
  • On the 5th of April 2017, the Cooperation Agreement between the Portuguese Republic and the Grand Duchy of Luxembourg in the field of Tourism was signed in Luxembourg.the Memorandum of Understanding is signed in Luxembourg b
  • On the 5th of April 2017, a Memorandum of Understanding on the promotion of the Portuguese language and culture was signed in Luxembourg between two parties, the Ministry of Foreign Affairs and the Ministry of Education, in one hand and the Ministry of National Education, Children and Youth of Luxembourg on the other hand.
  • On the 5th of April 2017, the Memorandum of Understanding between the Foundation for Science and Technology and the Luxembourg National Research Fund was signed in Luxembourg to promote collaboration in the field of Science and Research.
  • On the 5th of April 2017, the Memorandum of Understanding on the promotion of Entrepreneurship and Economic and Business Cooperation was signed in Luxembourg
  • On the 5th of April 2017, the Memorandum of Understanding on collaboration in Space Science, Technologies and Applications was signed in Luxembourg.
  • On the 20th of July 2018, the Cooperation Protocol on professional training in the civil construction and cleaning services sectors was signed in Luxembourg.
  • On November 8th, 2022, the Joint Statement of the Ministry of Education of the Portuguese Republic, and the Ministry of National Education, of Childhood and Youth of the Great Duchy of Luxembourg, was signed in Lisbon
  • On December 21st, 2022, the Protocol of Cooperation between the University of Luxembourg and the Camões Institute, which enacts the second renewal of the Protocol signed on November 28th, 2016, is signed in Luxembourg

 

State and Official Visits

  • Between the 10th and 13th of October 1984, the Grand Dukes of Luxembourg, Jean and Joséphine Charlotte made an Official Visit to Portugal.
  • Between the 15th and 18th of May 1988, the President of the Portuguese Republic, Mário Soares, made a State Visit to Luxembourg.
  • On the 2nd and 3rd of December 1996, the Prime Minister of Luxembourg, Jean-Claude Juncker, visited Portugal.
  • Between the 17th and 20th of April 2000, the Hereditary Grand Dukes of Luxembourg, Prince Henri and Princess Maria Teresa made an Official Visit to Portugal.
  • Between 27th and 30th of September 2004, the President of the Portuguese Republic, Jorge Sampaio, made a State Visit to Luxembourg.
  • On the 9th of March 2007, the President of the Portuguese Republic, Aníbal Cavaco Silva, made an Official Visit to Luxembourg.
  • On the 7th and 8th of September 2010, the Grand Dukes Henri and Maria Teresa of Luxembourg made a State Visit to Portugal.
  • Between the 23rd and 25th of May 2017, the President of the Portuguese Republic, Marcelo Rebelo de Sousa, made a State Visit to Luxembourg.
  • On the 5th of April 2017, the Prime Minister of the Portuguese Republic, António Costa, traveled to Luxembourg.
  • On the 25th of June 2019, the Prime Minister of Luxembourg, Xavier Bettel, made a visit to Portugal.
  • Between the 11th and 12th of May 2022, the Grand Dukes Henri and Maria Teresa of Luxembourg made a State Visit to Portugal.
