Bilateral Relations:

Portugal and Finland have very positive relations, boosted by several high-level visits and bilateral contacts in recent years. In January 2020, the centenary of the establishment of diplomatic relations between the two countries was celebrated, and a joint declaration was published. Both parties intend to strengthen economic and trade relations, which have high growth potential, and cooperation in areas such as forest management, combating climate change, education, and culture. Within the scope of the implementation of the National Recovery and Resilience Plans, the areas of digitalisation, green transition, employment and skills and health and social services are priorities for both countries, opening the possibility of strengthening bilateral cooperation further.

 

Date of recognition of the country: Portugal recognized Finland on December 19th, 1919.

Date of establishment of diplomatic relations: January 10th, 1920.

First diplomatic mission: In 1920, Jorge José Rodrigues dos Santos, 2nd Secretary in the Legation to Stockholm, Christiania, and Copenhagen, was sent on an Extraordinary Mission of Public Service, as Chargé d’affaires ad interim, to the Legation in Helsinki. 

Portuguese diplomatic representation in Finland: Embassy of Portugal in Helsinki and respective Consular Section. Ambassador Francisco de Assis Morais e Cunha Vaz Patto presented his credentials on December 17th, 2020 as Portugal’s Ambassador to Finland.

Finland’s diplomatic representation in Portugal: Embassy of the Republic of Finland in Lisbon. Ambassador Satu Suikkari-Kleven presented her credentials on October 2nd, 2020, as Finland’s Ambassador to Portugal. Finland also has 4 Honorary Consulates in Portugal in the cities of Faro Funchal, Ponta Delgada, and Porto.

Official and State Visits

  • Between July 30th and August 1st, 1975, the President of the Portuguese Republic, Francisco da Costa Gomes, carried out an official visit to Helsinki in Finland.
  • Between October 28th and 31st, 1990, the President of the Republic of Finland, Mauno Koivisto, carried out an official visit to Portugal.
  • Between March 19th and 22nd, 1992, the Prime-Minister of Finland, Esko Aho, carried out a visit to Portugal, where he was received in audience by the President of the Portuguese Republic, Mário Soares, where the perspectives of adhesion of Finland to the European Communities were broached.
  • On June 12th, 1998, the President of Finland, Martti Ahtisaari, carried out a visit to Portugal where he met with the President of the Portuguese Republic, Jorge Sampaio, at the Belem Palace.
  • On March 23rd, 2000, the President of the Republic of Finland, Tarja Halonen, carried out a visit to Portugal, where she was received in audience by the President of the Portuguese Republic, Jorge Sampaio, at the Belém Palace.
  • Between October 8th and 11th, 2002, the President of the Portuguese Republic, Jorge Sampaio, carried out an official visit to Finland.
  • Between October 17th and 19th, 2003, the President of the Republic of Finland, Tarja Halonen, carried out a visit to Portugal, where she participated in the Informal Meeting of Heads of State, that took place in Arraiolos.
  • Between April 22nd and 25th, 2005, the President of the Portuguese Republic, Jorge Sampaio, carried out an official visit to Finland, due to his participation at the 2nd Informal meeting of Heads of State, in Helsinki.

  • Between February 9th and 11th, 2012, the President of the Portuugese Republic, Aníbal Cavaco Silva, carried out an official visit to Finland, due to the Informal Meeting of European Heads of State, of the Arraiolos Group, in Helsinki.
  • On April 11th, 2013, the Prime-Minister of Finland, Jyrki Katainen, carried out a visit to Portugal, where he was received in audience by the President of the Portuguese Republic, Aníbal Cavaco Silva, at the Belém Palace.
  • On September 29th and 30th, 2014, the President of the Republic of Finland, Sauli Niinistö, carried out a visit to Portugal, to participate in the meeting of the Arraiolos Group, that took place in Braga,
  • On October 2nd, 2018, the Prime-Minister of Finland, Juha Sipilä, carried out an official visit to Portugal, where he was received by his Portuguese counterpart, António Costas.
  • On May 7th and 8th, 2021, the Prime-Minister of Finland, Canna Marin, carried out a visit to Portugal, where she participated in the Porto Social Summit, and in the informal meeting of the Council of Europe, in the context of the Portuguese Presidency of the European Union.
